Background of the Study
The construction sector is one of the most hazardous industries globally, with workers frequently exposed to risks such as falls, machinery accidents, and exposure to harmful substances. Occupational health policies are designed to mitigate these risks, ensuring that construction workers operate in safe environments. However, compliance with these policies remains a challenge in many developing regions, including Yobe State (Usman & Bello, 2023).
In Yobe State, rapid urbanization and infrastructure development have led to an increase in construction activities. Despite the existence of occupational health regulations, enforcement and adherence remain inconsistent. Many construction firms do not fully comply with health policies due to factors such as inadequate regulatory oversight, limited awareness, and cost-related constraints (Ogunleye & Musa, 2024). The result is an increased rate of workplace accidents, injuries, and long-term health complications among construction workers.
The lack of strict compliance mechanisms raises concerns about the effectiveness of occupational health policies in safeguarding workers. Without proper adherence to safety regulations, construction sites remain high-risk environments. This study aims to evaluate the extent of compliance with occupational health policies in Yobe State’s construction sector, identifying key barriers to implementation and proposing strategies to enhance compliance (Ibrahim & Suleiman, 2025).
Statement of the Problem
Despite the presence of occupational health regulations, many construction firms in Yobe State fail to implement safety measures effectively. Workers continue to face hazardous conditions due to non-compliance with policies regarding protective equipment, site inspections, and health risk assessments. The absence of strict enforcement mechanisms further exacerbates the problem.
Additionally, many construction workers have limited awareness of their rights regarding occupational health and safety. This lack of knowledge makes it difficult to advocate for safer working conditions. Moreover, the financial implications of implementing health policies deter some construction companies from prioritizing compliance.
This study seeks to investigate the level of compliance with occupational health policies in Yobe State’s construction sector, the factors influencing compliance, and the potential measures to improve adherence.
Objectives of the Study
1. To assess the level of compliance with occupational health policies in the construction sector in Yobe State.
2. To identify the challenges affecting compliance with occupational health policies.
3. To propose strategies for improving compliance with occupational health policies in the construction sector.
Research Questions
1. To what extent do construction firms in Yobe State comply with occupational health policies?
2. What factors hinder compliance with occupational health policies in the construction sector?
3. What measures can improve compliance with occupational health policies in Yobe State?
Research Hypotheses
1. Low compliance with occupational health policies increases the risk of workplace injuries in the construction sector.
2. Limited regulatory enforcement contributes to non-compliance with occupational health policies.
3. Increased awareness and training improve compliance with occupational health policies.
Scope and Limitations of the Study
The study will focus on construction firms operating in Yobe State. It will assess both regulatory compliance and workers’ awareness of occupational health policies. Limitations include potential difficulties in obtaining data from non-compliant firms and variations in enforcement across different construction sites.
